Recognition and transitional justice: limits and possibilities of transformation in post-conflict Peru

Peru has been implementing transitional justice policies for over 20 years, with the creation of the Truth and Reconciliation Commission (TRC) as its foundational milestone. The TRC developed a narrative of the past, along with a subject/object of the justice measures, which can be read from the paradigm of moral recognition. This approach has prioritized an identity-based model exhibiting both opportunities and limitations for citizenship. This article aims to reflect on how the transitional justice framework has landed in Peru and how the identity-based model of recognition represents a barrier to transforming the situation of subordination and status of the affected people and communities due to violence during the armed conflict.
