This article explains the case of the Regional Register of Victims of Huancavelica, which became the pilot plan that would guide the development of the Single Register of Victims at the national level. Given the relevance of this case, it is interesting to study the factors that made possible the creation of the Huancavelica Regional Register. Thus, the question that shapes this article is the following: What factors made possible the creation of the Huancavelica Regional Register (2003-2007)? The methodology used was the exhaustive review of secondary sources, as well as semi-structured interviews conducted with 4 former members —and still members— of the Instituto de Defensa Legal
(IDL) who participated in the project led by the Governance area of the aforementioned organization.
