The economic reparations program as part of a process that does not repair. The case of Sánchez Carrión province in La Libertad (2008-2019)

Abstract

This article describes how the Association of Victims of Political Violence of the province of Sanchez Carrion (region of La Libertad) has managed the reparations contemplated in the Law that creates the Integral Plan of Reparations between 2008 and 2019, focusing mainly on economic reparation. It makes use of multilocal ethnography that starts with an association and two state entities: the Council of Reparations and the High Level Multisectorial Commission. In the process of delivery, it is noted that there are problems of coordination within the management of this type of reparations that have to do with the repeal of laws, bureaucracy in the procedures, and the delay in the evaluation of files.
